FPL finally sends automated confirmation of the Sept 18 "Stop Service" request, 11 days after cutting power. Subject: "FPL: Your request to stop service." SMTP headers prove:

❄️ 136 Days Without Power
Property remains without electricity. No heat, no refrigeration, no light. Includes the January 2026 Arctic Blast (20°F). $2,435.51 spent on generator fuel. Two generators (Generac + Kubota) destroyed from continuous operation. FPL refuses reconnection claiming "locked gate", same property they disconnected from the street pole without gate access.

💀 The 01/01/1900 Billing Date
FPL balance inquiry email shows balance of $15,100.00 with "Last bill issued on 01/01/1900", a NULL date default indicating complete billing data corruption. FPL demands payment on an account with no valid billing history.

🔍 Physical Meter Verification
Three FPL technicians access the property and inspect Meter #9137018. Security seal INTACT. Display failure / internal hardware failure documented. This rebuts all tampering allegations. Under Rule 25-6.103, back-billing is capped at 12 months (~$5,400), making FPL's $7,990 bill an overcharge of ~$2,600.

FPL and PSC conduct a secret bench test of Meter #9137018. Consumer excluded. No witness present. Location withheld for 5 days. Under Rule 25-6.059, this constitutes EVIDENCE SPOILATION.

🚗 The PSC Drive-By
White PSC truck (state plates) drives slowly past the property and does not stop. Consumer stood at the gate for 8 hours with documentation. The referee performed a drive-by and ghosted him.

🎭 The Shell Game
PSC gives 53-minute notice for a field test, of the wrong meter (the working house meter, not the disputed #9137018). Location withheld until 11:34 AM. Consumer formally rejects: "A test of a working meter today cannot validate the $8,000 bill from a failed meter tested in secret yesterday."
